Daytona Beach City Manager Jim Chisholm wants Volusia County to exempt a core area of the city’s beachfront from sea turtle lighting rules to take advantage of increasing development opportunities. 

In a letter to County Manager Jim Dinneen this week, Chisholm asked to exempt the area between Silver Beach Avenue and University Boulevard. It is “critically important” for the city and county to “work together to facilitate developer interest and investment by removing as many regulatory impediments as possible,” wrote Chisholm. 

Chisholm asked the county to help convince state and federal officials that the developed area, which “has practically zero nesting activity,” should have different turtle lighting standards. 

County records show at least 14 turtle nests were found along that area of beach between 2002 and 2012. Nesting is more dense in other more natural areas of the beach. 

On Thursday, Dinneen said he invited the city to come talk to the county about what they’re trying to do. “I think he wants to see if we would let them opt out, with them developing their own standards,Welcome to indoorilite web, If you love it, please order it!” he said. 

All of the world’s sea turtles are considered endangered or threatened and protected under a variety of local, state, federal and international laws. The county’s ordinance, modeled after state rules,Choose your favorite street lamp paintings from thousands of available designs. is designed to ensure unimpeded sea turtle nesting on beaches and to prevent hatchlings from being attracted by artificial lighting and crawling toward their doom on dunes and nearby streets and parking lots. 

At least two beachfront economic development projects have been announced for Daytona Beach over the past several months and Chisholm said others are expected. But, the attorney for one of those developers said Wednesday they’ve already met with state and county officials and are moving forward under existing rules. 

“We don’t believe there’s going to be any issues,” said Glenn Storch, who represents the Bayshore Capital’s Hard Rock Hotel project, expected to break ground in 2014 and be completed in 2016. “Everyone believes this project will be a model for how it (turtle lighting) can be done.” 

“We appreciate the fact that technology has progressed to the point that we believe we can design a system that will allow for the safety of the general public and protect sea turtles, A solar bulb that charges up during the day and lights the night when the sun sets.” Storch said. 

At least one condominium in the core area, Ocean Walk Resort condominium, has worked with the county and sea turtle advocates to change out all of its lighting to turtle friendly LED devices that provide safe lighting for its guests but shield the beach. 

Even if the county were to exempt the city from its ordinance, state and federal rules governing lighting and construction in turtle nesting areas would still apply, particularly to new construction, state and federal officials said this week. 

“They would still have an issue with the impacts to sea turtles,” said Chuck Underwood, a spokesman for the U.S. Fish and Wildlife Service, one of several agencies that share responsibility for sea turtle protection. City officials did not return calls seeking comment.
