The two-phase plan calls for up to $4.2 million in upgrades to the Palace in the first phase, including new light-up domes, which will have LED lights with the ability to change color, plus larger exterior murals with improved lighting and large windows that will open to a walk-out balcony above the marquee, and numerous other changes. 

The second phase will cost nearly $3 million. Things are really heating up this week at Temple Beth El, with hundreds of solar panels being installed on the building's roof. 

The installation is part of the synagogue's three-phase effort to go solar and reduce operating costs while promoting environmental stewardship through the use of sustainable energy. 

"It will be one of the largest solar installations on a house of worship in the state," said Stan Friedman, a member of the synagogue's board. 

The project is a point of pride for the congregation, whose leaders say it emphasizes the Jewish concept of Tikkun Olam, which means "repair the world" and urges people to fix what's broken in society. 

"Our goal is to be a model congregation, aiming high to make a difference in repairing the world," Rabbi Joshua Hammerman said. "For those in our area who are unaffiliated, as well as our own membership, this project is more evidence that their values are our values.The LED street light project accounts for one-third of the targeted 20% carbon footprint reduction for the City." 

A sign at the entrance to the synagogue urges members to visit a website about the project. The efficiency fund supports programs that provide financial incentives to organizations which want to reduce the amount of energy they use, while the zero emission credit program promotes the installation of renewable energy devices.

The city is on its third round of mowing lots this year. Funding for the mowing comes from the telecommunications tax for proactive code enforcement. 

Mowing fines are $300, but the success rate in collecting on any fines is “very poor,” city officials say.

UPON Moree Plains Shire Council discussing their integrated planning and reporting documents at Thursday’s meeting Cr John Tramby has been left asking about the things that are not included in the documents. 

The Community Strategic Plan, Delivery and Operational Plan, Long Term Financial Plan, Asset Management Strategy and the Council Workforce Plan were all discussed and changes were finalised. 

Cr Tramby waited until the end to speak against the discussion and changes arguing that there was only one crime prevention project that was included in any of the plans for the next four years. 

“Basically we adopted this Crime Prevention Plan in 2011 to help reduce crime by 20 per cent. However, after viewing recent figure from March 2012 to March 2013 I have found that the numbers in our shire have risen to enormous rates,” he said. 

Cr Tramby told fellow councillors that the only project he could see budgeted was the CCTV and increased lighting in crime ‘hot spots’ around the town, but questioned if it was enough. 

“Since March 2012 Moree Shire has had 453 break-ins and 141 stolen cars. Inverell since March 2012 has had 14 cars stolen. For every one stolen there,Choose from thousands of LED Dashboard Lamp, even those hard-to-find bulbs, for your home or business. we had 10 stolen here,” Cr Tramby said.

He said the council needed to realise how high our crime was and start doing more to solve the problems. For Cr Tramby, the three problems are, the lack of education, employment and training. 

In a meeting a number of months ago, Cr Tramby wanted to see the bar raised in the Crime Prevention Plan from 20 per cent to 50 per cent over a period of five years, but unfortunately didn’t get a chance to speak about it as no-one seconded his motion. 

“At the end of December 2011 we were two eighths times the state average for serious crimes. Moree Plains Shire Council general manager, David Aber, said council officers were currently working on a major project in the upgrade of street lighting and roll out of CCTV in identified ‘hot spots’ throughout Moree. 

The development of this project occurred in close consultation with the Attorney General’s office and is funded by both their office and MPSC. 

“This is a huge achievement given that the plan was only adopted one year ago,” Mr Aber said.
