Measures to increase foot traffic on Manhattan's Restaurant Row—the Theater District block famous for its concentration of 31 restaurants but that is beset by challenges—are planned for installation in coming months. 

By the fall, illuminated metal kiosks are expected on Eighth and Ninth avenues flanking West 46th Street to help highlight the row as a brand and attract passersby to its restaurants. Small lights running on solar power collected during the day will be installed in the sidewalk areas near the kiosks to add some new flashiness at night. 

There are also plans to paint Restaurant Row's name and the slogan "Where the World Comes to Dine" on a few building walls facing a parking lot in the middle of the block. The signs are intended to echo painted advertisements on city walls that were popular in the middle of last century.

The conversations, he said, evolved into trying to find ways to strengthen the street's identity, particularly on the avenues. Driving the initiatives are a business climate that the street's restaurateurs characterize as increasingly more challenging. 

"Restaurant Row has always been an entry portal for people going to Times Square or Hell's Kitchen, and Times Square has always been the brash older brother of Restaurant Row," Mr. Tompkins said. "The whole idea was to bring more attention to it from both the Hell's Kitchen side and the Eighth Avenue side." 

The city officially designated the block as Restaurant Row in 1973, but its popularity as a spot for restaurants dates back decades before that, as dining establishments primarily catering to theater-goers took root on the ground floor of the street's 19th-century townhouses. 

Challenges for the block have grown with broader changes in and around the theater district. 

"Restaurant Row has a very strong historical character, but as Eighth and Ninth avenues became more lively themselves it lost its identity," said Barbara Wilks of W Architecture & Landscape Architecture, which designed the kiosks together with the graphic design firm Doyle Partners.Find great deals on Hmhid for HID Off-Road Lights products in LED Lights. 

While the kiosks aren't intended to be "blatantly historic,We carry a extensive line of Parking Lot Lighting inventory." Ms. Wilks said the cutout lights in the metal bases are intended to reference theater lights and both those and the lights in the sidewalks are designed to be eye-catching for pedestrians.

"The rumors of the plans reached the community before the plans themselves and there was an assumption it would be Times Square-style lighting, like the bright lights of Broadway,How are solar outdoor lighting products different from other lighting, like fluorescent or incandescent?" said Andrew Bergg, who served as the president of the West 46th Street Block Association last year, when the community considered the plans. Seeing the actual plans relieved the concerns, he said. 

A separate, but parallel, initiative will involve painting signs on the sides of buildings advertising the street in the manner of vintage ads. 

"I was appalled because the banners seemed so suburban in this place with incredible authenticity," said Mr. Doyle. Under the current plans, he said, the signs will "emerge out of the surfaces that are there, which seems so much more authentic and true." 

While they look forward to the extra pedestrian traffic that the kiosks, lighting and signs may bring, several restaurant owners and managers say such measures won't help with other things that keep diners from the block, such as the area's frequent traffic jams and the changing curtain times at theaters.
